The Budget template should be able to be revised.
For example, if you chose the wrong rev type or anything - you should be able to go back and change it. You were able to do this in the old version.

Allow Managers or Admin to edit/change budget attributes (For example: If when adding a row I accidentally selected an Auto category but really it should be Airline or if I left category blank so now it's showing up as *New Business) and have the ability to delete budget rows
