Allow the end user to change the type of an account.
If the account hasn't billed since 2010, I don't really want to classify the account as a billing account. Rather it needs to be worked as a prospect.
This will allow the managers to get an accurate count of billing accounts vs. claimed accounts on the AE's account list.

Is the account still on your account list after the 12 months or are accounts w/o billing after 12 months moved to some type of "inactive billing" or "house" holding place salesperson that anyone can freely pick from and pick up a new account?
If it is still on your account list, that's where I do not understand request. In Matrix, the account type of "billing" simply means it has revenue sometime in the past, this account will show up on the Multi-Year Sales History report for example.
Prospect or Lead status simply mean it does NOT have billing and will not show up on a report such as the Multi-Year Sales History report.

After 12 months of no billing activity, the account still has billing as status. Need to redefine the account as prospect, if it has NOT billed in 12 months.

There is currently no way to change an account status within Matrix from Billing to Prospect.
To me, the experience feels rather awkward actually. I'm having a member of our support team contact you to review your situation. If you wouldn't mind, could you explain to them why you would want to do this or even reply back with a comment of your own to here?
Better understanding unique customer needs like this helps us plan for the future when choosing which features and enhancements to take on.

And, I know I have asked before, is there any way to change a billing status on an account that has not billed on the station in over a year
